BARNESVILLE, Ohio (AVC News) — Barnesville Village Council discussed proposed water and sewer rate increases and possible additional work on the South Broadway improvement project during its Aug. 10 meeting.
Council heard the second reading of an ordinance that would increase water rates by 15%, 15% and 10% over the next three years, followed by annual Consumer Price Index adjustments. Councilman Mark Lucas suggested an alternative plan of 5% annual increases over 10 years, with the rates reviewed after five years.
Village officials said the rates must remain at certain levels to help the village qualify for grants and loans and to address operating deficits and future wastewater treatment plant improvements. A similar proposal calling for 15%, 15% and 10% increases to sewer rates was also given a second reading.
Council also discussed expanding the scope of the South Broadway project. Village Administrator Roger Deal said the failed storm culvert is the project’s primary concern and may be contributing to recurring waterline breaks.
The existing culvert has deteriorated significantly and will be replaced with a larger 15-inch culvert. Because several gas lines cross the area, crews may need to install the new culvert beneath them.
Deal also proposed replacing lead service lines in the area while the roadway is already being excavated. Council discussed replacing the main waterline as well, but officials said a larger project could exceed the $200,000 currently budgeted.
Council directed Deal to prepare a complete estimate for the expanded project and bring it back for review.
In other action, council approved a $158,883.54 payment listing, approved the village’s July financials and bank reconciliation, and approved renewal of the village’s health care coverage through HealthPlan. Officials said alternative plans were priced between 13% and 23% above current rates, while the proposed renewal would increase costs by 7.4%.
The council also approved a building permit for improvements at 409 North Lincoln Avenue. Village officials reported the new Junior Women’s Club shelter has been framed and is under roof, while the South Broadway project continues to receive materials.
