Parole Denied for Jared Higgins in 2003 Murder of Michael Allen

ZANESVILLE, Ohio (AVC News) — Jared Higgins, convicted in the 2003 shooting death of 21-year-old Michael Allen, has been denied parole, according to the Muskingum County Prosecutor’s Office. Higgins’ next parole consideration is scheduled for 2032.

Allen was fatally shot Aug. 6, 2003, while standing in the street outside his parents’ home on Spangler Drive in Zanesville. He was 21 years old and preparing to welcome the birth of his son.

Zanesville police responded to reports of a shooting and found Allen unresponsive in the roadway with a gunshot wound to the back of his head. Emergency medical personnel determined that lifesaving measures would be unsuccessful.

The investigation found that Allen had confronted three individuals walking along the street after neighbors reported disruptive behavior, including breaking bottles on the pavement. According to witness statements, Allen was speaking with one of the individuals, Jeremy Smith, when Higgins approached from behind and placed a handgun against the back of Allen’s head before firing.

The prosecutor’s office said Higgins’ parole request was denied following a review of the case and advocacy against his release.

Prosecutor Ron Welch and Victim Advocate Jessica Haug review original case files, revisit the circumstances of offenses and consult with victims’ families when convicted offenders become eligible for parole. The office also prepares written objections for the Ohio Parole Board.

Allen’s mother provided a photograph of her son to accompany the prosecutor’s office announcement, underscoring the lasting impact of his death on his family.

Higgins will remain incarcerated following the parole decision, with his next consideration set for 2032.
