COLUMBUS, Ohio (AVC News) — Ohio is ending its non-domiciled commercial driver’s license program, meaning all remaining licenses issued through the program will be downgraded to standard driver’s licenses.
Ohio Bureau of Motor Vehicles Registrar Charlie Norman announced the decision following a review of about 5,000 non-domiciled commercial driver’s license holders to determine whether they meet updated federal requirements.
Since May, the BMV has downgraded about 2,000 of those licenses because the holders did not meet the new rules established by the Federal Motor Carrier Safety Administration.
The BMV will notify remaining license holders by letter. The downgrade will take effect 30 days after the letter’s date. Individuals may request a hearing to dispute the decision.
Ohio has not renewed or issued new non-domiciled commercial driver’s licenses since federal requirements changed in September 2025.
