Caldwell School Board Hears Update On Noble County Health Center Construction

CALDWELL, Ohio (AVC News) — Construction continues inside the Noble County Health Center near Caldwell Elementary School, with four sections of the facility undergoing significant work, according to an update provided to the Caldwell Exempted Village Board of Education.

Superintendent Ryan Lemley discussed the project during the board’s regular meeting Wednesday, Oct. 13. The facility is located on County Road 56, also known as Fairground Road, adjacent to Caldwell Elementary School.

Lemley said he hopes the center will open by Jan. 1, 2026. Paul Construction of Zanesville is serving as the general contractor.

Genesis HealthCare is an active partner in the project and will operate both a school-based health clinic and the Noble County Health Center. Family Tree Dental Services will occupy seven offices and provide dental care to Noble County residents.

The facility will also include four classrooms for Caldwell High School, where school nurse Kim Rucker will teach medical courses through the College Credit Plus program. The Noble County Department of Job and Family Services will operate a one-stop office at the center.

The board also accepted tax rates established by the Noble County Budget Commission, lowering the district’s rate from 4.7 mills to 4.6 mills. Treasurer Taylor Clark said the change stems from House Bill 335.

Lemley said the reduction will cost the district an estimated $116,000 in property tax revenue.

In personnel matters, the board approved Ashton Keith as a substitute teacher and Tori Endly as a classified substitute. Shannon Miley was approved as a girls basketball volunteer, and Jessica Chandler was transferred from part-time cook to high school secretary and guidance support.

The board also approved student trips to the National FFA Convention Oct. 21-23 and the Ohio Model United Nations Conference Dec. 6-8.
