CALDWELL, Ohio (AVC News) — The Noble County Commissioners recently reviewed progress on the Downtown Revitalization project surrounding the Noble County Courthouse, along with several water, child welfare and community development matters.
Workers from Ruhlin Construction were observed putting the finishing touches on the courthouse-area project. Paving of sidewalks and landscaping remain before the $3.9 million project can be completed.
“We are certain the improvements made around our courthouse will be very much appreciated by the residents of the county once the project is complete,” Commissioner Allen Fraley said. “We are grateful to the Village of Caldwell for obtaining the grant that made all this possible.”
The commissioners also met with Chad Sule and Brad Gifford of Veregy Inc. and Noble County Water and Sewer Superintendent Jason Weber to discuss applying for a grant through the Ohio EPA’s Water Pollution Control Fund.
The proposed grant would fund the replacement of six existing lift stations throughout the county and upgrades to the Lashley Addition lift station near Seneca Lake.
In another matter, Courtney Norman, executive director of the Noble County Chamber of Commerce, Don Pinto of T & M Associates and Brandon Crock of Crock Construction informed the commissioners that Ohio State University ordered a sign for the Woody Hayes cabin.
The sign has been completed but has not yet been shipped.
Misty Wells, executive director of the Noble County Department of Job and Family Services, told commissioners she is currently concentrating on kinship placements as an alternative to placing children in foster care.
Wells also requested an increase in the per diem rate for foster care providers from $25 to $40. The commissioners approved the increase, effective Oct. 1, 2026.
Robert Bond, president of the Noble County Water Authority, reported that a pre-construction meeting for the water tower near Chaseville is scheduled for Thursday, Sept. 10.
Dunlap Construction of Waverly, West Virginia, is the general contractor for the project.
A separate pre-construction meeting for the waterline extension on State Route 146 is scheduled for Thursday, Sept. 17.
