CALDWELL, Ohio (AVC News) — A Zanesville woman was arrested on multiple drug-related charges following a traffic stop in Noble County on Nov. 3, according to Sheriff Jason Mackie.
Sgt. Jake Black conducted the stop during afternoon patrol after observing a vehicle commit a moving violation while traveling from Fairground Road into a local apartment complex.
The driver was identified as Robert Forgrave, 29, originally of Savannah, Tennessee. The passenger was identified as Jessica Winkle, 45, of Zanesville.

During the stop, deputies learned Forgrave was driving with a suspended license. The occupants also gave consent for a search of the vehicle.
According to the sheriff’s office, deputies found a shopping bag inside a sweatshirt pocket containing hypodermic needles, suspected methamphetamine, suspected crack cocaine and other drug paraphernalia.
Winkle reportedly told deputies the sweatshirt belonged to her, but the items inside belonged to her girlfriend. She said she had possession of the suspected narcotics because she intended to dispose of them.
Forgrave was cited for driving under suspension and failure to use a turn signal. He and another passenger were released at the scene.
Winkle was arrested and transported to the Noble County Jail. She was charged with fifth-degree felony aggravated possession of drugs, fifth-degree felony possession of cocaine, second-degree misdemeanor possession of drug abuse instruments and fourth-degree misdemeanor possession of drug paraphernalia.
The sheriff’s office said investigators later executed a search warrant at Winkle’s apartment and found evidence of narcotics use. Additional charges related to the search remain pending.
